REFLECTION

[ Zermane Ruth ]

I have realise that there are actually many subsidiary legislatures and WSH Act are being implemented. This implementation is important to ensure that safety at work is not  compromised. Companies usually give  safety briefing given to workers to ensure that the workplace has risk assessment taken. This would help reduce the amount of incidents happening in a workplace. However, the subsidiary legislature does not apply to domestic workers. The implementation of the WSH Act, subsidiary legislatures,  helps to reduce the amount of accidents happening in a workplace, it can also ensure the safety of employees.

However, despite these implementations, workers and minority of employers still do not comply to them. Workers do not put on personal protective equipment and employers do not get machine fixed despite knowing that the machinery is near faulty. However, when the WSH Act and Subsidiary Legislature is not followed closely, there will be fines given to those who fail to abide to it. When accidents do occur in the company, the company may have to close down, so that checks could be done to investigate on the issue. This also causes workers to lose their jobs and not have any income. The company also suffer losses as they aren’t allowed to operate during the investigation period.

How can anyone ensure compliance to so many safety legislatures and regulations?

To ensure compliance to so many safety legislatures and regulations, inspections will be conducted every 3 years or when an accident occurred or when there is a new work process. Employees can attend courses that teaches them about rules and regulations to be followed when working such as using  personal protective equipment so that they can ensure their own safety. Employers should also ensure that the workplace is safe by taking reasonably practical measures before work starts.

I realised that subsidiary legislation’s are crucial in places as it helps to prevent accidents from happening frequently. Companies will hold talks and meetings to tell the people about this law. Subsidiary legislation do not apply to domestic workers, and only companies. People have to pay fines and may go to jail if they went against the law and did something unlawful. This will then reduce the amount of people being injured and minimise the risk. This is similar to Bizsafe, as it also aims to achieve good conduct from companies.

How can anyone ensure compliance to so many safety legislatures and regulations?

Having the HR, Manager or General Manager to inspect the workers and people. If they are abiding by the law and safety legislations, the leaders will not need to stand at there forever. Huge amount of fines are implemented on those who do not obey the safety legislation including the employers. Conducting safety legislature audit every month and discuss about the importance of it and how it can benefit the people and the company as well, by promoting the general well being when this safety legislature regulations are implemented.

Many of the local workplace subsidiary legislation are also applied to Temasek Poly. These subsidiary legislation minimize injuries , increase productivity and maintain a good corporate image. These legislation applies to workplace except for uniform group, occupier of domestic premises and student during school vacation.Fine Despite having this implementation, some workers they do not comply to them. Penalties will be maximum 200K and or 2 years of jail.

How can anyone ensure compliance to so many safety legislatures and regulations?

Under the RM regulation a review of risk assessment should be carry out after an incident , changes in work processes and once every 3 years. The employer/ CEO must conduct a risk assessment for the workplace and take reasonably practical measures to eliminate any risks. The employers should establish work procedure if the risk cannot be eliminated. The employers should specify the rules and responsibility of involved people and inform the employee of the nature of risk, risk control measures and safe work procedure.

I realized that most of the local workplace subsidiary legislation apply to Temasek Poly. I also know that under subsidiary Legislation , the OSH management system acts like guidelines just like BIZSafe. Under the OSH management system it covers 3 parts : Specification , General guidelines for the implementation of OSH management and Requirements for the Chemical Industry . Subsidiary Legislation applies to all workplace. This explains why uniform group and domestic work is exempted as their location varies. The legislation focuses on Reducing risks at source by eliminating or minimizing the risks, Instilling greater ownership of safety and health outcomes by industry and Preventing accidents through higher penalties for poor safety and health management. That being said, Those that fail to comply to the regulations will have to pay large amount of money depending whether individual or corporate. Ensuring high penalties are being implemented ensures that both Employers and Employee follow the guidelines/ regulations closely.

How can anyone ensure compliance to so many safety legislatures and regulations?

Every Employer or self employed should conduct a risk assessment considering the likelihood and severity if not they would be fined of max 20 000 dollars. A risk assessment must be conducted after an accident happened as a result of exposure to hazards, when there is a significant change in work process and at least once every 3 years. Employer and Employee should take reasonably practicable measures to eliminate risk to any person. However is within one means, if its unrealistic , might have to try something else such as establishing work procedure. Lastly have to review risk assessment at least once every 3 years or when there is new equipment or an accident occurred.

I realised that Temesak Poly uses most of the subsidiary legislature

How can anyone ensure compliance to so many safety legislatures and regulations?

[Toon Siang]

I realized that there are many subsidiary legislatures and WSH act being implemented so as to ensure a much safer working environment for the employees as well as the employers. These implementations are important as it ensure the safety at work and also prevent employers from ill treating the employees or going short-cuts so as to save cost. With these implementations, the employees safety is secured and chances of accident from happening is reduced. Not only that, under the safety legislatures laws, unsafe act by the employees will also get themselves into fines thus it is also important for the employees to abide to the rules and regulations when working so as to ensure the responsibility for their own safety.

How can anyone ensure compliance to so many safety legislatures and regulations?

To ensure compliance to these safety legislatures and regulations, companies should always have a briefing with all the employees before the start of work everyday. During the briefing, they should always remind them of their safety as top priority and everyone should look our for one another as well as reminding them to wear their Personal Protective Equipment(PPE). Also, inspections must be conducted every 3 years or when an accident occurred so as to ensure the potential hazards is removed and the working environment is safe. Together with everybody’s help, we can then ensure compliance to so many safety legislatures and regulations.
